Look at the right-hand column rather than the middle one. Every category shares the same 275 grams per litre figure, which is the number most people quote. The solids column is where the categories actually diverge, and it is the column that matters for a painted kitchen: a pigmented primer gets 0.21 against a clear primer's 0.36, and a pigmented topcoat gets 0.25 against a clear topcoat's 0.35.
The practical translation is simple. Fewer volatile carriers per unit of solids means thinner wet films, which means more coats to build the same film thickness, which means more flash time, more handling of the parts, and a longer programme. A shop that quotes a painted kitchen at the same finishing cost and the same schedule as a stained one has either not priced it or is not finishing it in this district.
Rule 1113 covers the on-site half. Its Table of Standards 1 sets limits in grams of VOC per litre of coating, less water and less exempt compounds: wood coatings 275, varnish 275, sanding sealers 275, lacquer 275, wood conditioners 100, stains 100, interior stains 250, clear shellac 730, pigmented shellac 550. The rule also names wood coatings including lacquers, varnishes and sanding sealers as a category the small-container exemption does not reach. Rule 1136 separately caps strippers at 350 grams per litre and low-solids stains, toners and washcoats at 120.
Painting a pre-1978 kitchen
Preparing a painted surface for compensation in pre-1978 housing is a regulated renovation, and the federal rule names sanding and scraping explicitly.
The relevant definition at 40 CFR 745.83 describes renovation as including "surface preparation activity (such as sanding, scraping, or other such activities that may generate paint dust)", and the same section's component list names built in cabinets, bathroom vanities and counter tops among the building components it covers.
The threshold is the minor repair exemption: 6 square feet or less of painted surface per room for interior activities. A kitchen of painted doors is far past that before the first face frame is touched, and the rule adds that jobs performed in the same room within 30 days count as one job for that purpose.
That matters a great deal in this city. SCAG's published housing data puts 22.3 percent of Newport Beach homes in the 1970 to 1979 band, the largest single decade, with 61.0 percent built in 1979 or earlier and 38.7 percent before 1970. Grease is the quiet killer. Kitchen cabinets, particularly the ones above and beside a range, accumulate a film of cooking residue that no primer will bond through. Spraying against brushing, and why the fronts come off
Anything intended to look like factory cabinetry is sprayed, with the fronts removed and sprayed flat.
A brushed finish on a flat door leaves brush marks that run in one direction and catch the light. On a single door nobody would notice. Across a run of twenty doors, in a kitchen with a great deal of reflected daylight, they read clearly, and in a Newport Beach room with light coming off water they read more clearly still.
Doors are sprayed flat because a vertical surface runs. A horizontally racked door can take a heavier, wetter coat without sagging, which produces a better flow-out and a smoother film. Doors sprayed on their hinges, in place, both run and deposit overspray on everything around them.
The carcasses stay where they are and are sprayed in place with masking and containment, or are brushed and rolled where the exposed area is small and flat.
