Both sets are true and they are not in conflict. The national figures average every tier including flat-pack; the Los Angeles band describes custom work in an expensive market. Quoting the first at somebody planning the second is how expectations get set badly.

The deposit arithmetic, which is law rather than negotiation

California caps a home improvement downpayment at $1,000 or ten percent of the contract amount, whichever is less. Because it is the lesser of the two, $1,000 binds on everything above $10,000.

The source is Business and Professions Code section 7159.5(a)(3), which states: "If a downpayment will be charged, the downpayment shall not exceed one thousand dollars ($1,000) or 10 percent of the contract amount, whichever amount is less." Subsection (a)(5) adds: "Except for a downpayment, the contractor shall neither request nor accept payment that exceeds the value of the work performed or material delivered."

A shop asking for a third of a $30,000 kitchen up front is not negotiating hard; it is asking for something the statute does not permit. That is a useful early signal, and it costs nothing to check.

The contract rules that go with it

Business and Professions Code section 7159 applies where the aggregate contract price exceeds $500. Subdivision (d) requires that "a home improvement contract and any changes to the contract shall be in writing and signed by the parties to the contract prior to the commencement of work".

It attaches a Three-Day Right to Cancel, running to midnight of the third business day after you receive a signed and dated copy of the contract carrying the notice, with the contractor required to return anything you paid within 10 days of receiving the cancellation. A Five-Day Right to Cancel applies for contracts with a senior citizen. The notice is not requiredwhere the contract is negotiated at the contractor's place of business, so a showroom signing carries no cancellation window.

Run at midpoints on a 25-foot kitchen: a budget kitchen at $112 per foot is $2,800 lasting 5 to 10 years, so roughly $280 to $560 a year. A luxury custom kitchen at $1,000 per foot is $25,000 lasting 30 to 50 years, so roughly $500 to $833 a year. The gap narrows sharply, and it narrows further once you count the second demolition, the second set of countertops and the weeks without a usable kitchen.

The independent check on those lifespans is the life expectancy literature, and it is less flattering. Fannie Mae's Estimated Useful Life Tables, Form 4099.F, August 2019, the figures lenders actually underwrite against, put wood-construction kitchen cabinets at 20 years and particle board at 15. The NAHB life expectancy study of February 2007, built from a 2006 telephone survey of manufacturers and trade associations, puts kitchen cabinets at 50 years. Both figures appear in the same published appendix, and the gap between them is the value of specifying properly.

Making two quotes comparable

A quote that names twelve things can be compared with another quote that names them too. A quote that says "custom kitchen" and gives a number cannot be compared with anything.

  • Carcass material per cabinet, with the sink base called out explicitly
  • Back construction: a full panel or a thin insert
  • Drawer box construction and the slide load rating, as a number rather than a brand

  • Finished ends and fillers, counted and priced, with a scribe allowance

What actually varies by address in this city

The materials cost the same everywhere on this coast. The install time does not.

On the harbour islands and the Balboa Peninsula, the delivery route may involve a bridge or a three-car ferry, the parking is constrained and the carry is real. In the older Flower Streets of Corona del Mar, the lots are narrow and the frontage is limited. In Newport Coast and the hills, the gradients and gated entry add time. In Santa Ana Heights the streets are wide and the access is the easiest in the city.
